David Black principal of Tripwire Systems & GRIP (Database tracking)
David has worked in the graffiti and anti social behavior sector for
close to 15 years in all aspects of the industry, ranging from mass
removals, coatings development, and for the past 10 years, graffiti and
anti social behavior auditing and strategy designs for cities ranging in
size from 100,000-300,000.
TRIPWIRE rapid apprehension systems, developed by David, have seen
hundreds of arrests for graffiti, vandalism, drug trafficking,
prostitution and trespass bringing the opportunity for instant, reactive
enforcement to all Cities and Law Enforcement allowing an actual means
of halting this type of behavior live and during the act.
David’s passion is street by street whole city graffiti auditing ,
profiling and preparation for a Cities graffiti policy. After performing
close to 40 city audits using all manner of databases, auditing tools
and methods, David, with the direct consultation with Cities, law
enforcement and infrastructure groups moved to design the GRIP tracking
server based data system. GRIP has already been hailed as a unique and
innovative system as it stands and with our ongoing interaction with
various agencies sees it further evolve constantly to ensure it is the
ultimate crime fighting tool.
GRIP is being used by whole cities, multiple stakeholders and state rail
networks to affordably and expertly manage, track and profile offenders
for their law enforcement and provide extended uses for other
departments such as sanitation, public works and youth services teams
taking in all other crime types.
David has trained and consulted for dozens of cities, gang suppression
units, POP teams and CAGE units throughout the United States, Australia,
Canada.
Current projects-
San Jacinto Valley Anti-Graffiti Coalition– Multi city/ multi
department/citizen
Integrating several medium sized cities, their Parks departments, Code
Enforcement, Sheriffs Departments
And school districts into the GRIP database on unified self managed
level within the entire Valley.
This project will utilize 100+ delegated citizens from the various
cities to actively participate in daily reporting to the City using the
GRIP database Citizen module.
City of Cardinia – 500 square mile audit conducted with full policy
advisement and review in play. Review of Policy, Education campaign and
2008/9 strategy implementation. Targeted Tripwire deployments using 8
tripwire cameras focusing on graffiti and anti social behavioral issues
in the region and focusing on their 6 main townships.
City of Boroondara
Review and pro active movement of Tripwire cameras targeting known
serial offenders responsible for 4 city damage.
State Rail Queensland – Post 200 mile walked audit, ongoing weekly data
entry and analysis, GRIP data entry for Queensland Police service and
Queensland State rail body. Currently analyzing and data entry of 16,000
images and records from Nth & Sth sectors.
- Ongoing training in tripwire camera applications, graffiti strategy
adjustments, conference guest speaking in USA, Canada, Australia and the
United Kingdom.
- Design and release of portable infrared tripwire and the new micro
tripwire system (release in July 2008)
